在科技论文中使用had better 是不妥的，所以上句不能写成：For lowering communication complexity, the protocol had better need only one round communication.
可以认为“最好……”表达的意思是“应该”、“期望”，所以“最好”可以用should、need to、be expected to 表达。例如上面的句子应该是：
For lowering communication complexity, the protocol is expected to need only one round communication.
又例如：
“两个城市的通勤时间最好低于一小时。”
The commute time between two cities should be/is expected to be less than one hour.
“我们最好对AI持开放的态度。”
We should have an open attitude towards AI.
“在移动布置中，最好不要使用高能耗设备。”
In mobile deployment, energy intensive devices should not/are not expected to be used.
